The Palestinian Center For Human Rights (PCHR): Israeli Human Rights Violations in the Occupied Palestinian Territory (Weekly Update 31 March-06 April 2022): Violation of the right to life and bodily integrity

Three Palestinian civilians, including a child, were killed by Israeli Occupation Forces (IOF)’s fire in two separate incidents in Jenin and Hebron, and another one was killed by an Israeli settler who opened fire at him after carrying out a stabbing attack near Bethlehem.

Also, 31 Palestinians, including 7 children, sustained wounds and tens of others sustained bruises and suffocated due to tear gas inhalation in separate incidents in the West Bank, including occupied East Jerusalem.

On 31 March 2022, two Palestinian civilians, including a child, were killed and 15 others, including 3 children, were injured in excessive use of force during clashes that accompanied IOF’s incursion into Jenin refugee camp. More information is available here.

On the same day, a Palestinian was killed by an Israeli settler who opened several live bullets at him after carrying out a stabbing attack that resulted in the injury of a settler in an Israeli bus near “Neve Daniel” settlement in southern Bethlehem, according to IOF and there were no Palestinian eyewitnesses to the incident. In the evening hours, a Palestinian was wounded with a live bullet in his pelvis near Kadouri University in western Tulkarem.

On 01 April 2022, a Palestinian civilian was killed after being shot with a live bullet in his chest by IOF during their incursion into Hebron. On the same day, 9 Palestinians, including 3 children, were shot with rubber bullets during IOF’s suppression of the Kufur Qaddoum weekly protest in northern Qalqilya.

In the evening, IOF arrested a Palestinian after wounding him with a live bullet in his foot near Anata village, in occupied East Jerusalem, and took him to an Israeli hospital for treatment. There were no incidents when the Palestinian was injured and arrested. On the same day, two civilians were shot with rubber bullets in their limbs during IOF’s incursion into Dir Ghassana village, north of Ramallah.

On 04 April 2022, a Palestinian civilian was shot with a live bullet in his right-side abdomen during IOF’s incursion into Fuqua village, northeast of Jenin.

On 06 April 2022, a civilian was shot with a live bullet in his foot during IOF’s incursion into the Shweika suburb.

During the first three days of Ramadan, Bab al-‘Amoud area in occupied East Jerusalem witnessed daily attacks by IOF against Palestinian civilians.

As a result, at least one Palestinian was wounded and dozens of others sustained bruises; IOF arrested 26 Palestinians.  Also, Israeli police set up barbed wires and a mobile security point in the area. More information is available here.

Also, IOF’s suppression of Palestinian protestors in the Bab al-‘Amoud area recurred on 05 and 06 March 2022. During which, IOF arrested 15 Palestinians, including a child. Additionally, footage showed an Israeli soldier stomped on the face of a detained protestor, and other protestors subjected to physical assault.

In the Gaza Strip, IOF opened fire 2 times at agricultural lands in access restricted areas, eastern Khan Younis and Central Gaza Strip. Also, six IOF shootings were reported on fishing boats mostly off the northern, southern, and western Gaza shores.

So far in 2022, IOF attacks killed 20 Palestinians, including 5 children, and wounded 185 others, including 39 children, a woman, 10 journalists and 2 medical personnel, all in the West Bank, except one fisherman in the Gaza Strip.

Settler attacks on Palestinian civilians and their properties

On 03 April 2022, a Palestinian sustained wounds, and a Palestinian vehicle sustained material damage after Israeli settlers threw stones toward it at the entrance to the “Homesh” settlement, on a road connecting between Nablus and Jenin.

So far this year, settlers carried out 85 attacks on Palestinians and their properties in the West Bank.

Land razing, demolitions, and notices

On 04 April 2022, IOF delivered a cease-construction notice against a room, a barrack, and a water well in Hebron.

Since the beginning of 2022, Israeli occupation forces made 40 families homeless, a total of 244 persons, including 47 women and 113 children. This was the outcome of IOF demolition of 50 houses and 4 residential tents. IOF also demolished 29 other civilian objects, leveled 174 dunums and delivered 49 notices of demolition, cease-construction, and evacuation.

IOF incursions and arrests of Palestinian civilians

IOF conducted 188 incursions into the West Bank, including occupied East Jerusalem. Those incursions included raids and searches of civilian houses and facilities and the establishment of checkpoints. During this week’s incursions, 123 Palestinians were arrested, including 8 children. Moreover, the Bab Al-‘Amoud area witnessed a wide-scale arrest campaign launched by IOF in occupied East Jerusalem, during which, 41 Palestinians were arrested and physically assaulted.

So far in 2022, IOF conducted 2050 incursions into the West Bank, including occupied East Jerusalem, during which 1230 Palestinians were arrested, including 146 children and 14 women. IOF also conducted 12 limited incursions into eastern Gaza Strip and arrested 15 Palestinians, including 7 fishermen. Meanwhile, 9 infiltrations, including 3 children via the border fence, and one via Beit Hanoun “Erez” crossing.

IOF’s Closure of Palestinian Institutions

On 04 April 2022, the Israeli occupation authorities announced that they renewed the closure of 28 active Palestinian institutions, associations, and bodies in occupied East Jerusalem, on the pretext of being sponsored by the Palestinian Authority and the breach of Israeli sovereignty over the “united Jerusalem”, as they claimed.

According to Yedioth Ahronoth newspaper, the foremost of these institutions is Orient House which was considered the unofficial headquarters of the Palestinian Authority in Jerusalem.

Israeli closure policy and restrictions on freedom of movement

Israeli occupation maintains its illegal and inhuman 15-year closure on the Gaza Strip. Details are available in PCHR’s monthly update on the Gaza crossings.

 In the West Bank, including occupied East Jerusalem, IOF continues to impose restrictions on freedom of movement. On top of its 108 permanent checkpoints, IOF established 94 temporary military checkpoints this week and arrested 11 Palestinians at those checkpoints.

The majority of the checkpoints were in Hebron (33), followed by Bethlehem (17). Also, in Ramadan, occupied East Jerusalem witnessed restrictions on freedom of movement.
