United Nations Secretary-General António Guterres warned that the humanitarian situation in the Gaza Strip is catastrophic, with more than 80 percent of residential and public buildings destroyed or severely damaged by repeated Israeli airstrikes.

He cautioned that violence, impunity, and expanding colonial projects in the West Bank pose a direct threat to regional stability.

In a report issued by the United Nations, Guterres stated that Israeli bombardments continue to cause large numbers of civilian casualties and inflict devastating damage on Gaza’s infrastructure.

He expressed deep concern over the fragile security environment and the persistence of violence undermining the ceasefire agreement.

While food deliveries into Gaza have slightly improved, he noted this has not translated into meaningful relief, as basic protein sources remain inaccessible to most of the population.

The Secretary-General emphasized the urgent need for full accountability for “atrocious crimes and grave violations of international law,” warning that impunity erodes prospects for justice and stability.

With winter setting in, hundreds of thousands of displaced Palestinians are enduring dire conditions in tents, lacking basic necessities.

Israeli occupation forces continue to block the entry of mobile homes and essential shelter supplies, exacerbating the humanitarian crisis.

The “ceasefire” agreement in effect since October 11 stipulates the entry of 600 aid trucks daily. However, Israel has allowed no more than 200 trucks per day, far below the agreed minimum, leaving critical needs unmet.

Turning to the occupied West Bank, Guterres condemned Israel’s colonial expansion, reaffirming that all colonies are “illegal, null and void, and constitute a flagrant violation of international law.”

He reported that 2025 witnessed the largest expansion of colonial settlement plans since UN monitoring began.

He also warned of the sharp rise in violence by illegal paramilitary Israeli colonizers, particularly during the olive harvest season, which has intensified tensions and undermined prospects for peace.

Guterres concluded that the continuation of these policies and violations represents a direct threat to regional stability, and urged effective international action to halt the violence, protect civilians, and ensure respect for international law.
