On Monday, Day 731 of the ongoing genocide, Israeli occupation forces killed at least 21 Palestinians and injured approximately 96 others across the Gaza Strip. Among the casualties were civilians waiting for humanitarian aid, including two killed and 19 wounded.
Media sources said five-day-old Rital Odai Abu Aasi died in Gaza’s Al-Tuffah neighborhood after inhaling toxic gases and gunpowder residue from continuous Israeli bombardment. Her family fought to keep her alive for hours, but ambulances were unable to reach them amid relentless shelling.

Furthermore, the International Committee of the Red Cross confirmed the suspension of its Gaza City operations due to the collapse of humanitarian conditions.
Its spokesperson stated that essential supplies for survival no longer exist, access to civilians must be guaranteed, and urgent shelter materials are needed as winter approaches.

In addition, delegations from Hamas and Israel began indirect ceasefire negotiations in Sharm el-Sheikh, Egypt, under U.S. mediation.
The framework under discussion includes a full Israeli military withdrawal from Gaza, the release of all remaining Israeli captives, and the exchange of Palestinian political prisoners.
The proposal also outlines the establishment of an interim international administration in Gaza. Talks are expected to continue Tuesday, with pressure mounting for a rapid agreement.
Officials said Hamas is demanding the release of 250 Palestinian prisoners serving life sentences, including several high-profile figures. Among them are Marwan Barghouti, a senior Fatah leader widely seen as a potential national unifier; Ahmad Sa’adat, Secretary-General of the Popular Front for the Liberation of Palestine; and senior Hamas leaders Ibrahim Hamed, Abbas Sayyed, and Hassan Salama, all serving multiple life terms.

In addition to these names, Hamas is calling for the release of 1,700 detainees from Gaza who were abducted after October 7, 2023.
The group insists that members of its elite Nukhba unit, who participated in the October 7 attacks, must be included in any exchange, despite Israeli opposition. The Nukhba unit is Hamas’s specialized commando force, trained in infiltration, tunnel warfare, and coordinated strikes. Israel has labeled its members as high-risk combatants, while Hamas considers them legitimate resistance fighters, part of the struggle for liberation.

These demands are part of a broader ceasefire framework that includes a full Israeli military withdrawal from Gaza and a rejection of any disarmament conditions. Hamas has stated that it will not compromise on these points, even if it risks collapsing the negotiations.
Since October 7, 2023, Israeli forces have killed at least 67,160 Palestinians, and injured more than 169,679, the majority of whom are children, women and elderly. Over 9,500 remain missing under the rubble, with emergency teams unable to reach them or determine their fate.
